I filled my next form under general category. Now can I apply as nri category for counselling

In case you have filled your application form under general quota then for counseling as well you will have to apply under general quota itself, you cannot apply for counseling under NRI quota, doing so might lead to cancellations of your candidature and might harm your existing chances of making into some of the good Collins based on your current rank.
