There is no direct answer for this question. However, in such counselling process the choices are auto-locked as long as you have saved the choices. Incase, you are in doubt you should login to the portal and you would be able to check if the choices have been locked.

If you, save your choices and don't lock it than the UPCET will automatically lock your choice and you will not be able to do any further changes in your list.
