The Eligibility vriteria for JEE states that the candidate should have secured at least 75% marks in 12th class to be able to sit for counseling. Nowhere it is written that the 12th should of any specific board. So yes you can surely go for NIOS exam and score at least 75% marks to be able to sit for counselling. And this will not matter to your placement because the companies mostly give wheitage to your college performance and CGPA and not your scores in 12th or 10th. If a company asks for the 12th scores then you can show them your NIOS result.

I'll advice you to not to waste your year for JEE.
Since you have appeared for CBSE improvement exam and couldn't even get 75% so you definitely have very little chance for being qualified for. JEEains. Next year.
Also jEE is not everything , there are many college which are also very good and you can stand a good chance there.
You can also try for various GFTIs.
However, I'll suggest you to do not waste your year and carry on with other college.
