You can appear for NEET anywhere from India and that doesn't determine your State of Eligibility. Your domicile criteria and the State where you completed your 10th and 12th from play a role in this. So if you belong to AP but just wrote your exam from Maharashtra, you are eligible for AP State Counselling provided you fulfill the eligibility criteria of AP State domicile. Now if you hold the domicile of Maharashtra, you can participate in All India Counselling for AP Government seats. But for Private Medical College seats, you cannot participate in the State Counselling for Government Quota seats. You can only participate in Management Quota seats.
