Sorry to say that but you have extremely low chances of getting a seat through counselling in the government medical college at this rank. You also have extremely low chances to get a private medical college. Don't get disheartened.

You may have chances in deemed universities based on your neet score and previous years cut off.

Sorry to say that but you won't be able to get any government medical college seat as your marks are very low but you can try for management quota seats in private and deemed medical colleges. I hope this information helps you.
