i get 18000 rank in ap emcet and i am general Category with ews can i get seat in horticulture in government colleges

With 18000 rank in ap eamcet it is difficult to get horticulture in government college based on last year cut offs.
Last year cut offs for general category for horticulture course
Non farmer quota-general-4549rank, women-6168rank
Farmer quota-general-8122rank, women-8018rank.
Cut offs for payment seat in agriculture or horticulture are
Agriculture (payment) -11100rank
Horticulture (payment) -16602rank
The above cut offs are of last year and are subject to change depending on difficulty of paper and number of students who attended the counselling.
