Yes, you can attend the 2nd round of counselling for mbbs government college but I would advise you not to because it will be useless and you'll loose your money on it.
As per your profile, you belong to Rajasthan and with 190 marks belonging to ST category, you cannot get admission in govt. mbbs college even through state quota as the previous cut off for ST was AIR 55109 and marks 432 for Government Medical College, Dungarpur which was lowest among all other colleges for the same quota.
With your marks, you can only get private college but for dental only and the lowest previous cut off through state quota for ST was AIR 389032 and neet marks 188 for Surendera Dental College and Research Institute, Sri Ganganagar.

Sorry to say but your marks in neet 2019 is very low due to which your chances of getting a seat for mbbs / bds in any government medical college is almost nil.
But,you can apply for deemed or private institutions under management quota to get admission.
So, ultimately it's upto you to try out for counsellings as your chances are so low.
