I'm sorry to say but you won't get a medical/dental government college with 394 belonging to general quota. The cut off for generals are usually higher than 500 for a state like WB. And for other states you can't apply since you don't have the domicile. You can check for some deemed colleges through AIQ but it'll cost you a lot.
