I get 488 marks in neet 2019 general category with ews certificate from haryana can i get admission through ipu

Hi Annu,
IPU is one of the great University in India.
The cut off and the closing ranks are usually high for IPU for medical counselling.
Being a general category student, it's even more difficult and not possible for you to get a seat there even if you belong to EWS category.
