In actuality, class 12th marks don't matter much for UPSC. This is due to the fact that in order to be qualified for the UPSC, you must be a graduate in any discipline. As a result, you must complete graduation. There is no minimum % required for UPSC eligibility in 12th or graduation. The UPSC eligibility requirements are as follows:-
- A bachelor's degree from a recognised university in any discipline is required.
- Age limit(Minimum)- To be eligible for UPSC, you must be at least 21 years old as on August 1of the year in which you fill out the form.
- Age limit(Maximum)- Maximum age limit is 32 years, with a three year relaxation in the upper age limit for OBC and five year relaxation in the SC/ST category.

There are three phases to the UPSC civil services test.
- Prelims Exam- It is an objective paper with a qualifying nature, therefore you just need to qualify it so that you will be eligible for the mains exam. The score or marks you receive in the prelims exam are not summed up or included in your final merit. There are two papers in your prelims exam:- General Studies 1 and General Studies 2(csat). Each paper has a time limit of two hours.
- Mains Exam:- This is a descriptive or written exam. There are nine papers in all, which are mentioned below-
- Compulsory Indian Language
- English
- Essay
- General Studies 1
- General Studies 2
- General Studies 3
- General Studies 4
- Optional 1
- Optional 2
The Compulsory Indian Language and the English Language are qualifying in characters. All you have to do is quality them. You will not be considered for merit list based on your performance in these two papers.
3. Interview- After passing the mains, you must go through an interview phase, which is more of a personality exam than a knowledge test.

See your class 12th percentage does not matter at all for determining your eligibility for UPSC examinations instead you should be graduate and have a bachelor's degree (BA, B.Com, B.Sc, BBA, BCA, B.Tech etc.) with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from recognized university.
So even with 54% you can appear for UPSC examinations but note that there are some other criterion which you need to satisfy in order to eligible for UPSC exams :-
>>>> Your age should be 21 to 32 years old if you belongs to General category.
>>>> You should be :-
- the citizen of India or
- a subject of Nepal/ Bhutan or
- a Tibetan refugee who came to India, to permanently settle here before January 1, 1962, or
- a people of Indian origin who migrated from Uganda, Burma, Pakistan, Zambia, the United Republic of Tanzania, Malawi, Sri Lanka, East African Countries of Kenya, Zaire, Ethiopia and Vietnam to permanently settle in India.
