the actual cutoff for cse in vishnu college last year was 47458,so i reckon u may not get a seat in this college. i suggest u that there are lot more colleges u can get cse with this rank like aditya (tekkali),and lot more local colleges in vishakapatnam. better check with other colleges.

With the eamcet rank you have got the chances of getting cse branch is very high as you don't have any reservations if have any kind of reservations like ncc or sport's quote you can get easily with preferred branch.
When you go with other branches like mech,ece,eee you can get easily.
