I get 63 marks in ouat and 71.2% in 12th and 91.2% in 10th can I get Bsc. Agriculture and I am also in SC category.

For getting admission in OUAT out of 100% weightage 25% is considered from your class 10th marks and 25% is from your 10+2 marks and 50% will be considered from your OUAT entrance exam.
