What matter for being considered for UPSC is your performance in the Prelims, Mains and Final round of Interview. Your academic marks have no bearing for UPSC exam. Your performance in the UPSC exam is what determines your eligibility for the subsequent rounds and not your 12th or Graduation percentage. So if you have scored less in your 12th, you move on and score decent percentage in your Graduation and prepare for UPSC.
