You can definitely give wbjee exam in 2021. Because in wbjee there is no upper attempt limit.
So, even if you have passed your class 12th in 2019, then also you can give wbjee in 2021.
Also note that wbjee exam is conducted for the students who want to take admission in colleges of west bengal. Your wbjee marks or rank is not valid for other state or jee mains. Also you cannot get nit and iit situated in west bengal because they are only given by jee mains or advanced exams.

As per the latest information about eligibility criteria for WBJEE-2021 released by West Bengal Joint Entrance Examination Board, candidate who is passing his/her class 12th in 2019 is also eligible for WBJEE-2021.
Eligibility criteria of WBJEE-2021 requires the below mentioned academic qualification :-
- One should have passed the 10+2th (or equivalent) examination conducted by a board recognized by Central and State Government and qualified with Physics and Mathematics along with any one of the following subject :- Chemistry/Biology/Biotechnology/Computer Science/Computer Application as compulsory subjects in the qualifying examination.
- General category candidates should have scored an aggregate of 45% in the three compulsory subjects in 10+2th (or equivalent) examination.
- Reserved category candidates should have secured an aggregate of 40% marks.
- Should have also qualified English with minimum 30% marks

There is no upper age limit. However, if you want to get admission into Marine Engineering, then you need to be maximum 25 years of age as on December 31, 2021. So yes you will be eligible to give WBJEE in 2021 as long as you have passed the 10+2th (or equivalent) examination conducted by a board recognized by Central and State Government and should have scored an aggregate of 45% in the three compulsory subjects for unreserved category and Reserved category candidates should have secured an aggregate of 40% marks. WBJEEB will release the application form of WBJEE 2021 tentatively in December. WBJEE 2021 application form will be released in online mode on the official website- wbjee.nic.in.
