With the rank you're mentioning it may be a little difficult to get into Utkal University but you can definitely look out for other colleges for backups like
- Dhenkanal Autonomous college
- Centurion University of Technology and Management
- Gangadhar Mehar college
- North Orissa University
- Apex Institute of Technology and Management
Apart from that you should wait until the subsequent rounds of counseling. If they are left with vacant seats then you may have a chance in Utkal University or Fakir Mohan University
