See as per the ranks mentioned by you in the question you very low chances to get any of the NITs with Civil branch because the closing SC rank were around 7-8k and if we go through the past year cut-off trends of Architecture course then the closing SC rank for Paper 2 was around 350-400 so you have very low chances for Architecture course as well.

For this year, NTA has removed percentage criteria from Class XII marks due to COVID. So this year, you just need to get passed in XII.
Following are the closing rank for NITs in civil engineering branch:
1. MNIT Allahabad- 3344
2. MANIT Bhopal- 5099
3. NIT Calicut- 3370
4.NIT Surathkal- 2476
5.NIT Jaipur- 4255
6.NIT Patna -6274
7. NIT Trichy- 1679
8. NIT Mizoram -8376
9. NIT Goa- 8963
These closing rank are for Other State. Based on these closing rank, you could get Civil Engineering in NITs like NIT Goa, NIT Mizoram in spot round as closing rank remain lower than Normal rounds.
