I got 11460 ranking in IPU CET 2019 as an outside Delhi candidate. Can he get admission in any of JIMS colleges or which college?

As you mentioned your IPU CET rank as 11460..but you don't mention in which course ..you want JIMS college..
Here i'm assume that you want to ask about BBA course ..
So as per previous rank cut-off ..the cut-off of JIMS for BBA is nearly around 2245-9408...so here chances are less ..but you can try ..there are only 15% reservation for outsider.. candidates.
There are some other colleges ..where you can apply:-
- New Delhi institute of management
- Kamal institute of higher edu. and Advance tech
- Meera Bai integrated institute of technology
- Chandraprabhu Jain college of higher studies
- Kasturi Ram college of higher education
- Fairfield institute of management and tech
- Sant Hari das college of higher education
- Delhi institute of rural development.
