IIITs as they take students of lower ranks only.But as of IIIT Bhubaneswar(INTERNATIONAL INSTITUTE OF TECHNOLOGY) is NOT a govt. college,so you can directly visit there college and talk to them about the admission precedure and as they are private college so i hope they would take your admission.

Nope, it's actually a lot for getting IIIT. You have no chance of getting IIIT with 115000 rank in JEE Mains. You can look out for some private colleges with this rank.
