i got 116 (65 marks) in ts pgecet (BC-D) is there is any chance to get in O.U, JNTUH. Iam belongs to civil engineering.

Based on your rank and category you have chances to get into jntuh ot ou.
But try to put some back up option as cutoffs tend to change every year based on various factors.
Fill the application based on your preference irrespective of cutoffs.

You have scored a good rank in pgecet. As per your question you want to get a seat in JNTU or OU. These are top Institutes and cutoff is really high. Many a times seats don't remain after gate and hence getting a seat here is difficult. According to previous year cutoffs you won't get a seat in OU.
You may expect a seat in JNTU. Below I have listed the branches with their previous year cutoff.
