With a rank of 12k you can get your desired branch through home state quota in NIT Andhra Pradesh. You can also get in eastern NIT colleges such as :

NIT Mizoram
NIT Sikkim
NIT Arunachal Pradesh
NIT Manipur
NIT Hamirpur
NIT Srinagar
NIT Silchar
