i got 12k rank in ap eamcet bipc can i get free seat in veternairy or agbsc in best college

There are very low chances of getting government seat in agriculture or veterinary with 12k rank but if you have farmer quota you might have chances of getting government seat.
As you did not provided your category I am considering as oc
As of last year cut offs for oc
For veterinary
Non farmer quota- general-742rank, women -627rank.
Farmer quota-general-1401rank, women-1379rank
For agriculture,
Non farmer quota- general-1852rank, women-1754rank
Farmer quota-3706rank-general, women-3426rank
