I got 13070 rank in jee main paper 2 april session. I'm oc category. In which colleges can i get seat??

Hi there,
Hope you are doing well.
Assuming 13070 rank is you CRL Rank, your OBC rank would be around 4000 which is not sufficient to get admission into any NIT, GFTI or SPA since almost all of them closes at about 1500-2000 for OBC Category.

counselling is basically the process of seat allotment according to the cutoffs as per each round.
since the cutoffs are not subjected to much change.
I dont think you will get a seat.

But i got 94.7 percentile sir... then y can't  i get a seat for general category
