I got 134 marks in NEET 2019, i am UR Category, is there any chance to get an MBBS set any state?

The qualifying marks set by NTA for the General Category students in this year's NEET itself was a score of 134 marks.
And as far this year's Rank vs Marks is concerned, I don't think you stand a good chance to get in through a Govt. medical college to pursue MBBS.
Due to an easier level of paper, even candidates with score of 550+ are facing chances of rejection this year.
It is recommended that you can drop one year in order to prepare yourself for next year's NEET accordingly or else take up another option.

Colleges is totally depend on the marks you got and the rank. Different states have their own criteria for seats to allote. Under state quota the 85 percent reservation for state students and under all india quota the 15 seats for the other state students.
As you have not mentioned about any state, its difficult to say about any college with any information. Almost no chance for the government medical college in any state, but you can go for private colleges or management quota seats.
