I got 13438 rank in my cet ipu for bba. will i get admission in a good college? and what will be the fee ?

With a 14870 rank for a general outside delhi student, it is impossible to get a top college like surajmal, agrasen, vips, jims etc.However you may get other not so good colleges. Please refer to the link below for more information and previous year cut-off:
