I got 143 cutoff in cbse board exam can I get free seat in any south indian college ( Tamil Nadu) plz suggest me

There is no possibility to get any free seat. Actually you may have some scholarship option in the basis of your marks. But the college like south indian college does not provide any scholarship with this kind of marks.
So it is not possible to get free seats.
