To get admission IIT you first have to sit in the JEE Advanced, a another entrance exam.

Also If I talk about NIT below 10000 rank students can get maximum opportunity from NIT. But also 16000 rank can get opportunity in civil engg. Also you need 75% marks in HS (10+2).

As per the previous year cutoff the chances are very less to get a seat in NITs, IITs or GFTIs however you can try for the state level counseling like

1) ICT Mumbai - Institute of Chemical Technology

2) NSIT - Netaji Subhas University of Technology

3) DTU - Delhi Technological University (DCE)

4) IIIT Delhi - Indraprastha Institute of Information Technology
