For your information Jadavpur University accepts students on basis of WBJEE Score. Though there are some institutes like IEM Kolkata, which deal with admission processes through 2 streams, the JEE Mains score as well as WBJEE Score.Do Check Out.
Analysing your Rank , both CRL and OBC-NCL Rank I believe you have good chances of securing a seat in CSE/IT in one of the following National Institutes
NIT Raipur NIT Jalandhar NIT Silchar IIEST Shibpur
In case of EC ,EE and other circuital branches, I believe you have a lot more options including those at top NITs, NIT Calicut, NIT Allahabad and NIT Trichy. Do Check them out as they are equally good.
Besides these you can also pursue IT/CSE at one of the IIITs, specifically developed for purpose of promoting information technology and education.

There is no provision of what you are stating. Of course 85% is Domicile and 15% Non Domicile reservation but the mode of entry is only WBJEE.
Of course unlike State Government Institutes , Private Engineering Colleges under WBJEE Board, can keep a parallel mode of entry through JEE Mains, like I stated IEM Kolkata.
Dont have any misconceptions. I myself am from Jamshedpur, and it was right during my WBJEE and JEE, this 15% other state Quota rule came in place in 2019.Earlier in JU CSE, IT and ETCE, more than 50% students used to be from other states, which dropped significantly.
