Hello candidate.As you mentioned that your rank is 16512 in AP eamcet,there are many colleges where you can get in ECE.Most important thing is that getting an admission in engineering college is mainly based on your rank.As you didn't mention your rank it is difficult to say that you can get admission in particular college.
ANU is best for ECE when compared to other colleges.The faculty here are well experienced.So better go with ECE in ANU if there is a possibility to get admission based on your rank.
