To get free seat/ full fees reimbursement, your parents must not be Goverment employees and their income must be less than Rs. 5 Lakhs per annum, as you belong to SC Category. You can get fees reimbursement if you are eligible and meets above mentioned criteria.

For your AP EAMCET Rank, you have chances of getting Agriculture seat/ Horticulture seat in Private Colleges rather than in Government Colleges based on previous year's Closing Ranks

Cut-offs varies from year to year and depends on many factors like number of students appeared in the exam, number of seats available, category, difficult level of the exam, etc.
