First of all congratulations for getting such a good rank in JEE Main. With 16k rank in OBC category and 94.4 percentile in JEE Main and being from Andhra Pradesh ,you won't be able to get Civil Engineering in any NITs in JoSSA counseling .I would recommend you to use our college predictor to know which colleges you can get:-

Hope you are doing well
I am really sorry to say but with 16000 rank in JEE Mains OBC Category, you can't get a seat in any of the NIT, IIIT or GFTI, not even Civil Engineering since the last closing rank is around 10000-12000 for Civil Engineering.
