17 percentile is not enough to get admission in good engineering colleges.

You should try for private or some near by college which give admission on basis of 12 th boards percentage.

Otherwise you should take drop and prepare for next year.( Dropping needs hard dedication because you have to put a lots of effort and be patient and work hard for next one year.).

No because you wont be able to take admission in any college through Jee mains.\

And yes because, you can take admission in engineering through other exams or through management quota of private colleges if you dont want to appear for entrance.

So, yes you can take admission in engineering but through JEE mains.
