i got 17045 rank in klu cani i get seat in CSE? first of all will i get qualify to get seat in college?

Yes, you can appear for the counselling process as they allow till students till 30K rank to appear for the counselling process.
Previous year intake was around 5500 in the Guntur Campus only. With your rank it is impossible to get CSE but you may get any other branches in Management quota or least preferred branch in Normal quota.
If you want then you can try for Hyderabad campus.
