It's quite difficult to make prediction as cut off marks/rank for medical colleges depends upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
but yes w hen we go through previous data then it suggests that with 172 marks you hold a very low chance for a seat in a Government Medical College
For example,
in neet 2019, 423 marks for sc category was the lowest mark to get an mbbs seat in Government Medical College, under Maharashtra State quota and it was for Government Medical College and Hospital, Jalgaon
