i got 1845 rank in ts eamcet and i belongs to oc category . can i get a veterinary seat?

The rank that you have secured in TS EAMCET is comparatively higher to the number of seats available for veterinary courses in the entire state of Telangana. So you can understand the gravity of the situation and realise where you lie. There are only three colleges in the state that offer veterinary Sciences. Furthermore, of these 120 seats, 15% of the seats are filled by the NEET entrance examination every year. 15% seats means 18 out of 120. The rest of 102 seats are filled by the TS EAMCET examination. Moreover, you mentioned that you belong to open category which is the general category i.e. equal to no reservation. Even if you had some sort of reservation, still it is always going to be difficult for you as you still needed a good quota rank.

You can look for some Institutes that offer admission to students through Management Quota. You can look for private colleges outside the state. This is your only option to go for. In case you have appeared for NEET and secured a good rank, then also you have some chance of getting admission in veterinary college. Right now, you should look for private Institutes in the country which are providing admission through management quota or conducting their own entrance examination.
