I got 19 in iit jam biotechnology. I belong to Sc category. do I have any chances of getting a seat in IISc or in any other institute.

It is quite uncertain and difficult to evaluate the rank for the marks right now but according to past year trends you will surpass the cutoff,but that does not guarantee an addmission, and according to past year trends the cutoff for IISC and IITs goes quite high ,so would suggest you to wait for the actual result.
