Yes,there are various colleges in India which offer MBBS degree irrespective of the rank you secured in NEET 2019.But private colleges charges you too much of money.So,if you can afford to oay a huge amount of money to the private colleges,then you can obviously get a degree in MBBS.Wish you all the luck for future.
