No it is quite impossible for you to get BDS at 190 marks in NEET 2021 as the cutoff marks for government BDS colleges ranges in 475-500 and this year as the paper was a moderate one and NCERT based you can expect the BDS cutoff to be north of 500 marks

However there is a chance that you would be able to get admission in private BDS colleges
