I got 192 state rank in up neet mds counselling.Is there any chance I will get a gov college till mopup round through state quota?

With your rank it is very much possible for you to get into MD and DNB because the cutoff rank for the most prominent colleges in India from past 2 years is 59934.
As you got less rank than that, you can easily get into the first round counselling of the colleges
Through the state counselling you have a better chance to get into the government colleges as there is 85% cutoff for the state students
