Yes, for JIPMER you can participate in the All India Counselling of NEET-UG Conducted by MCC and if you didn't get the Seat in All Rounds of the Counselling then Counselling Fee will be Refunded to you.

But If you got any Seat in Round 2 or After Round 2 of the MCC Counselling then according to rules it is mandatory to join the College, Within 2 days or given stipulated time you need to decide whether you want to join that College or Not. If you don't want to join that College then there is a Option of Exit available with Forfeiture of Security Money means your Counselling Fee will not be refunded after Round 2, if you got the Seat in MCC Counselling.

Hello! Congratulations on your score.  There are no possibilities for you to get a seat at JIPMER with a rank of 505400. Usually JIPMER conducts an entrance exam which is being cancelled this year. I am sorry that your NEET score is very less to get a seat at JIPMER. If you had paid the registration fee, it is non-refundable if you aren't allotted a seat too. This principle is followed by every college.
