As you said you have got rank around 20,000 you can surely get admission in an state government engineering college in all available branches (if that college has admission procedure based on JEE rank).
You can even get branches like Electrical ,Mechanical and even Electronics and Communications in NIT in your home state .
But you can only get branches like Biotechnology,polymer and chemical if you are wishing to join in other state universities or NITs.
