Hi Sandhya Kaur,
I am here to help you with your query. First of all, Congratulations on your attempt in NEET. To be honest, based on previous year cutoff 21095 rank is not sufficient to get a seat in any government medical college across India under both state quota and All India Quota. Based 2018 cutoff your rank should be at least around 15000 to get a medical seat in government colleges. If you especially want to know cutoffs for Bihar government colleges for both state quota and All India quota then please visit the link https://medicine.careers360.com/articles/neet-cutoff-bihar
But remember cutoff varies every year based on the different aspects so please don't be disappointed maybe this rank can get a seat this year.
Let's hope for the best.
I hope this will be helpful to you.
Thank you.
