I got 273 rank in upsee exam in B.arch .. will i get a government college or not.???

Hello,
At first congratulations for scoring such well in the Entrance Test. Now for your query I think you can easily get a government college. You have not mentioned your category so I am assuming that you are from general category. But if not then also it would not really matter because your rank is quite good. Although it is difficult to predict exactly as the cut offs shift almost every year for different colleges. You can use this link to predict the colleges and apply for counselling-
