According to TSCHE you can get a free seat only if you have reservation and you get a rank below 10,000 in Ts eamcet . If you get a rank greater than 10,000 then you will have to pay Rs.35000 as your fees if you join in private colleges.You haven't mentioned your category , so i assume it to be general.According to your rank, you can get a seat in following colleges -

1. CBIT - PRODUCTION AND BIOTECHNOLOGY
2. VNR - AUTOMOBILE AND MECHANICAL
3. SREENIDHI - MECHANICAL, ELECTRONICS AND COMPUTER
