You haven't provided much information about the category therefore It's quite difficult to predict about admission. Considering last year's cutoff,280 is very low score to get admission in Government BAMS college. As you have not mentioned your category and state so its difficult to predict your chance to get seat in BAMS as the cutoff varies according to the caste and the state. In general ,To get government BAMS college a general candidate must score 420+ marks an OBC candidate must score 400+ and SC/ST candidate must score 350+ marks.

As you have mentioned that your neet score is 280 marks but you haven't mentioned your category. Though I am assuming you are from general category. If not please specify the same.
According to previous year's cutoff trend for BHMS that was 400+ marks. It is a bit difficult to get admitted into government college as the cutoff increases every year depending on various factors like number of seats available, highest marks, number of candidates appearing for the examination. Following the trend, this year as well the cutoff has increased by nearby 25 marks.
You still stand a chance to get admitted into private BHMS college.
