As your marks is less which is 283 its tough to get a government medical college though you are obc.
But as you choosed balaji med college which is a private med college since 2004, then you can surely get your mbbs seat through your neet marks in this college as getting in private is not tough if only you can afford. Moreover, you are from obc,then you will reservation even so basically you can get mbbs seat in balaji med college.
