Based on your rank you have no chance in IET Lucknow, KNIT, Bundelkhand Institute of Engineering and Technology Jhansi . These are the  top most government College. But if you are looking for government College then you may look for

1. Chhatrapati Shahu Ji Maharaj University kanpur

2. Lucknow University

3. Rajkiya Engineering College Kannauj

4. Rajkiya Engineering College Sohnbhadra

5. Bundelkhand University

These are also government College where you can get chance. As your choice is CSE there is rare chance. But you can look for these. As for CSE you must have good rank. So it is not easy to get a CSE branch in good government college. It also depends on the cutoff list. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy, moderate or difficult. You must go through counselling properly. These are government Colleges where you can get chance in core branch. If you are interested in ECE ,ME .. then go for these Colleges (mentioned above ).

You can get chance in private College also. If you are able to afford private Colleges then go through these Colleges:

3. IIMT Greater Noida

4. ITS Greater Noida

These are the Colleges in NCR where you can get admission. These are such Colleges which are well  in terms of placement .You can come to know about the each Colleges by visiting their respective websites. You can even predict your college according to your rank. You have some advantage because of SC category . Even you have chance in good private College (JSS,KIET...) but in core branch (ME, CIVIL ENGINEERING..) not in CSE/IT.
