Hi Sagar, KIIT provides free education to the topper of KIITEE-2018 (Only for B.Tech. (4 years) and MCA ) if admitted at KIIT University.

In addition to this, KIIT provides the scholarship to top 500 rank holders of KIITEE 2018 (B.Tech. – 4 years) during his/her study period at KIIT subject to fulfillment of criteria. Various types of Scholarships have been instituted by the KIIT for encouraging the meritorious students. The quantum of scholarship and period of scholarship is subject to change from time to time.

so there is no chance of getting the scholarship with 3000 ranks.so don't lose hope with the best result in campus you will get scholarships.
