You can select a seat in Colleges of  other States if you apply for All India Counselling. But a seat in BHMS or BDS in Government Colleges even with SC reservation is difficult. For BDS, you will need atleast 500 and above and for Ayush Courses you will need more than 450. Considering this, 319 is tad less.  Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam.
