Since you belong to general category, admission would be quite difficult with 321 marks. But yes you can apply for counselling.
Apply for both all India and state counselling in order to explore all the possible options. Also be patient and wait for all rounds of counselling.
The selection of any candidate depends not only on the cutoff but also on the no. of seats, ratio of seats to the number of candidates, etc.
So don't loose hope and apply for the counselling.
