I got 3297 OBC-A rank in wbjee but in general my rank is 75000.can I get addmission in kalyani govt. college or in any other govt. college?

Sorry to dishearten you. Not possible if you want good branch. The closing rank even for category is given on the
basis of GMR/PMR that is General Merit Rank.So suppose you are a general
candidate, to get CSE in Jadavpur University the closing rank was (GMR
rank 153) in 2017.
But if you are a OBC-NCL category the closing rank required was GMR 784(general merit rank
not your obc rank
)
